Council Minutes of September 12, 2016

MINUTES OF THE MONDAY, SEPTEMBER 12, 2016, CITY COUNCIL MEETING

 

 

 

 

The regular meeting of the City Council was called to order at 6:30 P.M., with Mayor Camie Sanders presiding.  Upon roll call, all council members were present.

 

Strait made a motion, seconded by LeFever, to approve the minutes of the previous meeting as written.  Upon roll call, all council members voted for.  Motion carried.

 

McKittrick made a motion, seconded by LeFever, to approve the minutes of the special council meeting on September 1, 2016 as written.  Upon roll call, all council members voted for.  Motion carried.

 

The Collector’s Report was read.  $954,531.73 was collected in August 2016 and transferred to City funds.  Strait made a motion, seconded by McKittrick, to approve the Collector’s Report as read.  Upon roll call, all council members voted for.  Motion carried.

 

The Treasurer’s Report was read.  There was a balance in city funds of $8,042,810.25 on August 31, 2016.  Strait made a motion, seconded by Smitley, to approve the Treasurer’s Report as read.  Upon roll call, all council members voted for.  Motion carried.

 

The Investment Transaction Report was read.  There were no Investment Transactions for August 2016.  LeFever made a motion, seconded by McKittrick, to approve the Investment Transaction Report as read.  Upon roll call, all council members voted for.  Motion carried.

 

The Police Report was read.  $2,890.58 was collected in fines for the month of August 2016.  Strait made a motion, seconded by McKittrick, to approve the Police Report as read.  Upon roll call, all council members voted for.  Motion carried.

 

The Building Permit Report was read.  There were nine permits issued and $90.00 collected in fees during the month of August 2016.   Raisner made a motion, seconded by Smitley, to approve the Building Permit Report as read.  Upon roll call, all council members voted for.  Motion carried.

Misty Wieland gave the Annual Pool Report.

Sanders made a motion, seconded by Wallace, to adopt ORDINANCE NO. 2016-O-16, an Ordinance Approving the Sale of the 2006 Vermeer Vacuum Excavator to the City of Casey.  Upon roll call, all council members voted for.  Motion carried.

LeFever made a motion, seconded by McKittrick, to adopt ORDINANCE NO. 2016-O-17, an Ordinance Approving the Purchase of a 2016 Vacuum Excavator MLVX and Waiving the Competitive Bidding Requirements of Section 2-309 of the City Code of Ordinance.  Upon roll call, all council members voted for.  Motion carried.

Raisner made a motion, seconded by Sanders, to adopt RESOLUTION NO. 2016-R-10, a Resolution for Improvement by Municipality under the Illinois Highway Code for 5th Street, Section 16-00055-00-RS, in the additional amount of $200,000.00.  Upon roll call, all council members voted for.  Motion carried.

Raisner made a motion, seconded by Sanders, to approve pay Estimate #1 and Final from Feutz Contractors, Inc. in the amount of $30,683.53 for 5th Street milling project, Section 16-00000-00-GM.  Upon roll call, all council members voted for.  Motion carried.

Sanders made a motion, seconded by Strait, to pay bills as presented in the amount of $768,275.49. Upon roll call, all council members voted for.  Motion carried.

Smitley made a motion, seconded by Wallace, to pay Wal-Mart Community $769.94.  Upon roll call, all council members voted for except Raisner.  Raisner did not vote due to the nature of her employment.  Motion carried.

Being no further business, Strait made a motion, seconded by LeFever, to adjourn.  Upon roll call, all council members voted for.  Motion carried.  Meeting adjourned at 7:16 P.M.
