City of Marshall – Route 1 Multi-Use Mobility Path



The City of Marshall is soliciting for qualifications from professional engineering firms for the design of the City of Marshall, Route 1 Multi-Use Mobility Path project.  Your firm is invited to submit your Statement of Qualifications to become eligible to provide these services.


Preliminary Scope of Services

The scope of services for this project will include planning, surveying, design, construction inspection and related services required for the completion of an Illinois Dept. of Transportation multi-use path mobility project.  For scheduling purposes, FINAL plans will be due no later than March 2024 to IDOT District 7. The project is located in Marshall along Route 1 from the Route 1 & Highway 40 intersection to Trefz Dr. This project will tie into a proposed pedestrian bridge to be constructed by the IDOT. The project also runs from route 1 to Walmart along Kyden Dr. then North along an existing utility easement to Trefz Dr. Marshall is located in eastern Clark County, Illinois.


The intent of this project is to connect the existing sidewalk network in Marshall to the interstate 70 corridor. This project will provide safe travel ways for people employed by businesses in the corridor and people wanting to utilize these businesses as well. Work will include new sidewalks, curbs, accessible ramps, landscaping, pedestrian traffic signal modification and related amenities. Work will be funded through an IDOT Illinois Transportation Enhancement Program grant awarded to the City.


Requirements for Statement of Qualifications

Your Statement of Qualifications should include the following information:


  1. Name, address and brief description of the firm.
  2. Brief narrative of the firm’s qualifications and experience directed related to the project.
  3. Proposed staffing for the project, including the assigned project manager.  Include resumes for each team member.  Identify work being be performed by subconsultants.
  4. Descriptions of similar projects completed by the firm.
  5. Reference contact information.


Statements of Qualifications shall be submitted to the City of Marshall by 11/1/2021 by 4:00 pm, CST.  Four (4) bound copies of the proposal shall be delivered to:

Conflict of Interest

City of Marshall procedures require consultants to submit a disclosure statement with their procedures.  City of Marshall will use the IDOT BDE DICS 2 Template as their conflict of interest form.


Suspension and Debarment

City of Marshall procedures require verification of suspension and debarment actions to ensure the eligibility of firms listed and selected for projects.  City of Marshall will use IDOT’s Chief Procurement Office (CPO) website to verify suspension and debarment.
