Our City is governed by Aldermanic Form and a Mayor. The Mayor and City Clerk are the chief executive officers, and the Aldermen are the legislative body. The City Clerk is the keeper of the records. The Mayor and Aldermen are all elected to four-year terms. Local elections are held every two years in the spring.
City meetings are held in the City Hall which is located at 201 S Michigan Ave. Regular Council meetings are held on the second and fourth Monday of each month at 6:30 pm. Exceptions are holidays and other special circumstances. An annual meeting schedule is posted at City Hall. These meetings are open to the public and all residents are encouraged to attend. If you have a concern, it may be placed on the agenda by calling the City Clerk’s office at (217) 826-8087.
All meeting agendas are posted at City Hall at least 48hrs in advance of the meeting.
City Hall hours are Monday through Friday 7:00 a.m. to 4:30 p.m.

Forms for nomination to the office of City Council for the City of Marshall may be picked up at City Hall, 201 S Michigan Ave, Marshall, IL 62441. Offices open for election will be: Ward 1-4 Alderpersons, City Clerk, and Treasurer, Four-Year Full Terms. The Consolidated Election will be held on Tuesday, April 6, 2027.
Petitions, Statement of Candidacy, Optional Loyalty Oath, and Receipt for Statement of Economic Interests may be filed in the office of the City Clerk, 201 S Michigan Ave, from 7:00 AM to 4:00 PM, Monday, November 16, 2026 through Monday, November 23, 2026 (excluding Saturdays, Sundays, and Legal Holidays.) In accordance with State Law, this office will remain open until 4:00 PM on Monday, November 23 to accept petitions.
The packet will contain copies of the Petitions for Nomination, Statement of Candidacy, Statement of Economic Interests, and Loyalty Oath. The Loyalty Oath is filed by candidates as an option.
A Statement of Economic Interests MUST be filed with the Office of the County Clerk and the receipt must be filed with your nomination papers.
Pursuant to 65 ILCS 5/4-3-7,8, the petition shall contain a number of signatures of registered voters, residing within the same municipality as the candidate, equal to at least 1% of the total vote cast at the last preceding election in the municipality for mayor.
